[Top-l] Wizard

Hi all,

I've just added a new function Event Wizard to the top.yq.cz. The main
aim is to facilitate creating ordinary events with a typical structure.
So not all functions are included there, you can update anything later,
the wizard just helps you with the initial steps.

It works both for events with internal races organized in top, and also
for events with external races for including them to long-term series.

If you find any problem, write me a mail, please - the code is tested
only some days, now.
