[Ant-l] Small change in ANT behavior

Hi all,

JFYI...

After the Hungarian WRE where organizers set both mobiles at each
station to upload data to the server which caused small problems,
I changed a bit the strategy - master/backup mode of the device
is set in the Preferences menu and is independent on the INI file.
The default mode is Backup, i.e. not uploading anything.

Of course, if the second timekeeper is not set, this feature is
not applied.
